A record photo of Crested Honey Buzzard---wrong record.
Thanks Kmatthew & MCK ID. Now I know that Crested Serpent Eagle have the rounded spots on the belly. Title corrected to Crested Serpent Eagle.

I think this look more like a Crested Serpent Eagle, the rounded spots on it's belly can be clearly seen in the photo, as well as the bare yellow skin of the lores.
